The European Exchange, together with the Heinrich Böll Foundation, cordially invites you to the 20th Annual Conference of Kyiv Dialogue, “Resilience and Reforms in Ukraine During Wartime: The Role of Local Self-Governance”, on 18–19 November 2025 in Berlin.
The Ukraine Recovery Conference in Rome in July showed once again that long-term investments and sustainable reforms require confidence in the security and resilience of society. Additionally, the prospect of EU accession remains a key driver of reform, even in times of war.
In recent years, decentralization, strong local democratic structures, and a vibrant civil society have contributed significantly to the resilience of Ukrainian society. The task now is to incorporate these local experiences more strongly into the reconstruction and reform process and to support them internationally.
The 20th Annual Conference will therefore focus on the interplay between local governance, civil society, national institutions, and international partners.

The conference will take place on 18–19 November 2025 at the Heinrich Böll Foundation in Berlin (Schumannstraße 8, 10117 Berlin).
The 20th Annual Conference of Kyiv Dialogue is hosted by the European Exchange and the Heinrich Böll Foundation and is supported by the International Renaissance Foundation (IRF), the Friedrich Naumann Foundation for Freedom, the Konrad Adenauer Foundation, the Foundation for German-Polish Cooperation, the German Platform for the Reconstruction of Ukraine, the Foundation Remembrance, Responsibility and Future (EVZ), the European Centre for Press and Media Freedom (ECPMF), and the German Association for East European Studies (DGO).
